Without even looking at the link there are obvious issues such as the low payload and ever present risk of some kind of crash or mechanical failure spilling concentrated pesticide.
They will never be widely used for this, though some specialised treatment on areas hard to access with normal equipment areas is probably feasible on a smaller scale.
