I'll try to help, but..... I'm going to skirt a few issues.
The length of the handle from the plate. 1"
This is a physical dimension that is independent of the adjustment. If this measurement is wrong, then the issue lies with......
Wore or bent parts... Handle, pivots, pins etc or possibility after market parts that have different dimensions . This measurement shouldn't change.

The adjustment is simply a stop for the wedge. If the wedge doesn't slide up to take the slop out then something is keeping it from doing it.
Weak spring, bent or wore wedge, jaw binding - not allowing movement of wedge, thick grease and grime stopping the wedge or jaw.

You probably know all of these things already. You also probably know that the web has many resources for this. 5th wheels (as a rule) are pretty simple.
Can you get the jaw to move away from the wedge when close. If not, the jaw is the issue. The wedge can't tighten up anymore than the jaw will allow. If the jaw does have a gap to the wedge, then backing the stop out should allow the wedge to tighten the jaw placement.
