It has been replaced with Windows Live Mail. Looks to be a somewhat fancier version of Windows Mail, which was a fancier version of Outlook Express.

You will need to download it if you didn't install the components for Windows Live (I didn't). You don't need to use Live Messenger or the Live Mail service offered by MS in order to use the email client.
