What if I didn't apply for the first round?
You are not eligile for the Second Draw until you apply and receive funds from the First Draw.

Does the 25% loss in a quarter still come into effect?
The 25% reduction only applies to the Second Draw

You are eligible for the Second Draw if you have used all of you eligible funds from the First Draw.  So you will need to apply for the First Draw and after you have accepted and used the First Draw funds (they appear in your bank account), then you can apply for the Second Draw if you meet the 25% reduction in gross receipts requirement of the Second Draw.

The SBA states that the gross receipts for a farmer are the sum of Schedule F line 9 and Schedule F line 1b.  If the sum of 2020 Schedule F lines 1b and 9 are less than 75% of the sum of 2019 Schedule F lines 1b and 9 then you are eligible; if not then you need to check the every 2020 quarters vs 2019 quarters for the numbers driving lines 1b and 9 and see if you have a quarter in 2020 that is 75% or less than that of 2019.

Think of it like you first have to plant your crop (First Draw) before you attempt to harvest your crop (Second Draw) where harvesting first (Second Draw) is not allowed.
