On the front of the inline injection pump there is a big nut that has a magnet that holds the rack forward for full rack in startup. That's why the tractor will smoke and rev on start up until the governor pulls it back off the magnet. Like another poster mentioned if you pull shutoff cable quick and push in you can bypass this start up process.
