1 is as wide as the secondary will get. Higher the number, the higher in the secondary (tighter) the belt will get (narrow up the secondary). I would try getting it running by forcing the belt down in the secondary to get it started, and then go out and run it around hard, and see if it gets better.
Otherwise check motor mounts, etc.
