Of course water can tie up nutrients, not likely in Ohio though as it would be with drier places with saltier/harder water.
Rain rinses the pollutants out of the air, like nitrous oxides. I've heard 40 pounds per acre per year of N falls in the rain, that will be more significant than the P and K from river water usually.
