I reallly don't think 18V is going to hurt it. If it's running off a vehicle, it's usually getting 14V anyway. If you're concerned, why not just use a pretty good length of small wire to power it? That'll give you a few volts drop with the wire acting as a resistor in series. It'll be self cooling if coiled loosely. It's also easy to check the voltage up close to the pump as it is running.
