The Prepass has two components, the glyphosate that does the burnoff in the fall, and the florasulam, which gives residual broadleaf control the following spring. The product can only be sprayed on land where you will be planting cereals, not broad leaf, so it is a good fit to spray on pea or canola stubble in the fall. It was my cousin who applied it to his pea stubble last fall, and he did not spray one drop of in crop herbicide on his wheat this spring. He had some fields that ran over 50, and very clean all summer. The wheat on canola stubble was a bit dirtier, but still ran ok. We had a very cold, dry spring, and most guys wanted to plow crops under. When it was time to spray, things looked so bleak that guys just didn't want to spend any more money on the crop if it wasn't going to rain. But somehow, the crops held on, got some showers, plus one big rain in august, a hot september to ripen everything, and voila!
If you have a lot of cereals sprout next spring before seeding, Prepass won't do a thing to them, and you will still be out there burning them off, but it should hold back the nasty broad leaf stuff, like dandelion, hawksbeard, etc.
