Yes, they have been grazed successfully by quite a few farmers. Those who intend to graze will usually add another species like oats or rye. As with any brassica they are an aquired taste so if a more familiar species is present the cattle may graze that off first. You need to manage grazing though. If you planted the radishes for compaction alleviation you wouldn't want to turn the cattle out after a 2" rain. Attached is a picture of tillage radishes after a light grazing by dairy cows. They'll eat the roots later if allowed back into the field.
