The post will be wet immediately following the rain, however unlike clay soil that holds moisture, the rock will drain the moisture away from the post and dry out around the post in short order compared to clay. Backfill with rock is standard operating procedure for the REA here since it extends pole life and makes them more secure.

If you drop a 10-12" power pole in an 18" hole that is 6' deep and backfill with crushed rock you can easily hang a 20' gate on it and the post will not move. We struggled to remove a couple poles that were set with rock and a 6000lb lift machine struggled to get them out of the ground.
