I believe their main purpose is to lobby the government for more money so they can hire more people to lobby the government for more money.

About 20 miles north of me is a canal that was cut in the 70's that was supposed to bring water from the Missouri river to the counties on either side of it. It has NEVER carried a drop of irrigation water! Yet they keep all the pumps maintained and will replace them on a schedule the same as if they ran 24 hours a day. There are a number of places where people have filled it in to have a crossing. It's actually pretty amazing to look at. You can kind of get an idea of how big it is on google maps, it's about 2 miles north of New Rockford, ND hence the name "the New Rockford canal.


It dead ends about 10 miles from the Sheyenne River that runs to Fargo. Now instead of using what they have, they are building a 200 mile long pipeline that will carry water to the Sheyenne and dump it in north of Valley City, about 50 miles further east. None of it will be used for irrigation.
