Need to qualify "food". Its corn and beans and more specifically animal feed. The big "food" crops are wheat and rice. Wheat is grown anywhere and everywhere. Rice is grown anywhere but the US and Brazil(yes we grow it here but US production is a little under 1.5% of world production). Not sure if the pain inflicted by restricting exports of corn and beans will cause the outcome expected.

The other is under what law would these type of restriction fall. Seems a step toward totalitarianism or dictatorship. Oil in the OPEC nations is completely nationalized or close to it. Not sure that's the path we would want to go with grain production.
