If I had to guess based on the pictures and diagram of 5640's online, those solenoids are on the right hand side of the frame in the back to the right of the engine below the muffler and near the hydraulic filter.  

I'm not sure if you can drag it but I don't think you need to tilt the cab to get to the engine/solenoids.  Just open the back covers.
