Usually I don’t totally remove everything but that you can lift it up high enough to work at the panel. It definitely isn’t the easiest thing. Yes that makes sense that the relay clicks. The way it works there is a power wire coming to the relay and a wire leaving the relay to that x15 connector and then to the lights. When you press the button and the relay clicks moving the contacts inside joining that power wire to the wire going to the lights. If there’s is no power on that wire coming to the relay the lights won’t work or if there is a break in the wire coming to the x15 connector. F10 I believe is the fuse that powers that circuit. I would check for 12v at that fuse 1st.
