Have had relays that click, but would not pass enough current to run equipment. If testing the output side of the relay with a digital meter would get voltage as expected. Do same test with a test light, and light would be dim or not light at all. I think the contacts must get burned. Don't remember if there is a fuse that is involved or not.
It is also possible that you have a bad cable or Sam.
