Yes, Hancock is the most northern county in WV and Weirton is the county seat. I looked up the clerks website but their records ONLINE only went back 20 years.
I did a little research and found that Hancock was divided into districts (I call them townships). New Manchester was in the Poe district, but Poe was dissolved in 1921. I found this plat map from 1871, but could not find any parcels owned by a Herron:
