Be as it may be....I can 100% guarantee you, if my farm  received the exact same amount of rain as the amounts in say Carroll or Marshalltown, IA I would've been total toast not even repairable probably 3-4 weeks ago already! I have been in areas of the state/states that may be "red" according to the drought monitor and looks no different or maybe even better than areas that are "orange" and even "yellow". I have accepted the fact that the Drought Monitor (Color wise), means "Red" in areas of the state with good Water Holding capacity is about the same as "Yellow" in other areas. Lawns and pastures burn up about the same due to shallow root system.
Just the nature of the beast due to Glacial effects on the Iowa land long before me!
