NW Iowa
These systems are pretty simple.
When in N nothing should move.
When in raise the the height limiter is the only thing that will override the raise.
When in lower, the position pot is the only thing to override the lower.
You have a draft position and a operating fix position. If in draft it will not let you set a fixed position. What is your mixer position?

Are you getting a code flashing on the triangle?
Does it hold when the tractor is off?
When in N, the outside lower and raise buttons can be used to lift and lower. To use the cab control you have to toggle up then it reactivates the cab controls.
Could have a stuck outside button
Are the lift lower lights illuminated when in N?

If not holding in N either the toggle switch is faulty, stuck outside switch, or sticking solenoid.
The lift /lower solenoid is on the left hand hyd cover.
Raise the 3 point up and put in N, shut the tractor off. Does the 3 point hold?
Can you slow the lowering speed with the speed knob?

They are easy to diagnose. Especially if you have the service book.
Most problems i see are with the outside switch, 3 position control switch ( there are resistors in the switch, not a simple on off), or position pot.

My guess right now is a bad raise/lower switch, or faulty solenoid valve
If you've had other hyd problems sounds like you might have contaminated hyd oil.
Never buy something someone else didn't take care of properly.

EDIT - I re read your post if the lowering light is illuminated while in N the switch is faulty or outside button is stuck on lower. I think you can unplug the outside lower switch to eliminate that.
Should still be able to slow and speed up your lower with the speed knob.
Betting on a bad switch.

On your dyna 4
If it shifts bad you have a bad solenoid, speed sensor, controller, or low nitrogen canister.
