It's the tailgate leaking dust. I tried sealing the tailgate on my '17 F150 and it's about impossible. I put foam strips around the inside and on the tailgate and it still wasn't enough to seal some of the gaps. It's like the manufacturer didn't want them sealed.
Get a low profile, they look better in my opinion.
