I would apply another 1" if it was me. We fight drought all the time and beans need the last drink possible. At your stage it will take 1.9" of water to finish the crop. If your top soil is the only thing with moisture in it I would irrigate. If you have a silt loam soil with 20% depletion then you only have .8 inches in your soil left. (You dont want the soil to get below 60% depleted so 2 inches per foot full saturation x .4(60%-20%)= .8 total available water.) Irrigate another inch imo.
