we have gotten kill permits in Ohio from our local game warden. Just need to show him the damage. The more you show him the better. Wasn't much to it and gave most the deer away to those who liked eating it. I wouldn't risk shooting them without permits. To much chance of getting turned in if you have neighbors like ours.
