Fall is ussually most effective. That's when weeds are putting extra elements into their roots for the winter.

btw, get a good kill on em and you might not have to mess with it for another year or 3.

Also, and depending on the weeds, if you go into those spots with a brush hog and mow when the weeds are big and stout...but the seed heads not fully developed, a couple years of that cleans up alot of weeds
