Subject: Need help with Detroit Diesel

Got a truck I need a little help with. 1985 L9000 fire truck - been running every few weeks and ran/moved well. Started it yesterday and it ran, but barely enough power to move. Air filter clean, very few miles on it btwn last fuel filter change, however it may have been up to 5 years ago. (filters not dated). It really kind of happened all of the sudden. Is there a way to drain water from the fuel system? no drain on filters. (thinking maybe water in fuel). If recommended just change filter - is there a recommended procedure to do this and not airlock it? Fuel tank is under tailboard in rear. Sorry for dumb questions.

FYI - Truck is out of service, in process of getting rid of.
