You guys must not get snow there. I bladed ours ours very meticulously with the 3pt blade (several hours for a 100'x120' pad and 20'x200' driveway) prior to top coating with 3" o 3/4" red rock and have not touched it since.

What I found with rock is get it in place and leave it alone. We had 9" of rain yesterday and a couple depressions has some standing water for 20 minutes but you can go everywhere on the rock and not leave a rut or track muck. I hate dragging rock since it brings all the rock to the surface which results in a non-smooth surface with rock edges exposed everywhere and if done too late in the year results in a lot of rock being removed from the surface and transplanted to the snow pile. My recommendation is get it where you want it and do not disturb it.

Edit to add:
If you are talking gravel and not rock my recommendation stands the same with the added note of do not drive on it while it is still soft. It will be soft following rains the first year after leveling and the first spring after while the frost comes out. If you can discipline yourself to not disturb the gravel in that first year you will be surprised how little maintenance it takes to keep in nice. As the water drains from the gravel the voids are filled and firm up the gravel, until those voids are filled (several rain events) the gravel will remain mushy and leave ruts that develop into potholes where water will stand and take longer and longer to dry.
