West Central Missouri | A place we stay at has a small flat bottom Jon boat that they tie between 2 pulleys that works well in high water situations like that. The 2 ends of the rope are tied to the front and back of the boat. The 2 pulleys are on the dock and usually a steel fence post on land. When you're on the boat you can just pull yourself in or out with the rope. If the boat is at the dock, the next person that needs it can pull the boat to land using the same rope. Works pretty well.
Sometimes I pull myself out there and then take the boat to a public dock (where the ramp isn't under water) to pick up the rest of the family.
