I'm actually wondering if the PCU 29 low park brake pressure is because of a leak in the MFWD circuit when he turns the MFWD off. MFWD leaks, not enough oil to release park brake. MFWD on, spring applies, oil not going to MFWD and only park brake, and it moves no problem.

Long story short, you got internal issues probably. If the PTO will run a 15-20 foot cutter, the dampener is good. But you probably still have trans issues. Get a gauge hooked to the 300 psi port on the Trans system pressure to figure it out.
