Different practices in different places. We try to keep wheat more shallow. One inch is a plenty to insure the shallow ones are in the ground. Normally there is an occasional seed on top of the ground. A heavy rain soon after planting seems to bury the seeds. A grain on top will germinate better than one too deep. That said, A lot of heavy, rough trash on top could require a deeper setting to get less on top of the ground.
