It's likely the pump going bad (believe it will have a gear pump for steering). You have to rev it up for it to prime, and after that it's fine. Just replace it. They're 640, but it looks like you may be able to get a $100 core return on it. I'd replace it, because sooner than later, revving it up won't work.
You can flow rate the pump directly. If it fails an efficiency test, you know for sure.
