I think you have the correct answer and I have one in the shop in a metal case.
Have had it for years and just got it out recently for some screws on press wheel for planter.
Freed them up as usual and I was able to replace the bearing and put it back together again.

Last year a helper tried fixing one and did not use the impact driver.
Yes, ended up with broken rim and needed to replace the entire wheel

They work and I hope ares till available
