Subject: Raven 450 on Sprayer help

Central MN
We got a 60' redball sprayer with Raven 450 control. When on Rate 1 / 2 AND completely stopped the control valve does not close as flow to the 3 booms continues. I determined and confirmed that the control valve was shot and replaced it. I confirmed that the new standard valve does rotate inside by putting it in manual mode and using the increase/decrease toggle switch. Cool..... BUT the valve continues to stay open with no speed when on Rate 1 or 2. I won't ever be stopped in a field with pump on, but I want the valve to adjust like it's supposed to. The only things I can think of: Flow meter is shot or not enough voltage getting to control valve causing it to move extremely slow.

I'm aware that there is a 4 digit sequence on the monitor under Valve Cal and I have it set at the standard "2123".
Note: speed on Raven matches actual tractor speed and I did take flow meter apart and it seems mechanically sound.

Something (hopefully simple) is not right and I cannot see it.
