How long before some sort of warning/barrier device will be required to drop down between the tires to stop this?
I would hesitate to inform the local law. It may show that you ignored an attractive nuisance. Like owning a pool and not having it locked up when a trespasser drowns in it. Lawyers will always have a way to twist facts.
