I think they are going to have to look at these rules very carefully. If you have an HTA, depending on how contract was written, you may have the option to roll to a future crop year. You may (?) also be able to buy that position back for a fee. It seems to me until board,basis, and time of delivery has been set,grain is not yet priced.
Saw a lot of things happen with HTAs back in the 90s. (Showing my age).
