If I understand you, there is another manual disconnect in the positive cable?? Or has the one shown been replaced by a manual operated disconnect?
Have you measured voltage with the key on run position?
Odd voltages like that make me think bad ground or other bad connection. Have you cleaned battery terminals and the cable ends (both ends of all battery cables)?
