Not nabcep certified, but did off Friday installs for several years take that for what it is.

Bottom line, it’s going to come down to specific equipment. As previously mentioned midnight classic charge controllers are limited on input voltage not wattage.

What you are considering is pretty common in off grid at this point for the reason you mentioned. With the proper equipment oversizing the array can reduce the battery needs. Panels $$ < battery $$ = win. In technical terms it’s called trimming. Think of the pv cells as source of potential, but without any load ( batteries, charge controller, inverter) the system is sitting at Voc (open circuit voltage) 135 v * o amps = 0 watts. Now the load starts to draw an amperage and it makes power 130v * 1 amp = 130w.

A good charge controller or inverter adjusts the load apply to the array to maximize wattage. In your case the charge controller just won’t ever apply enough load to utilize the full potential of the array.

But as mentioned earlier. Comes down to specific equipment. Also noteworthy Is that there is reason you couldn’t add/upgrade charge controllers and leave everything else as is.
