You can, but......
Realize cable tension will climb fast.
That said. If it is a one time move, then yes you can lower it. Use a forklift to help and put it against a physical stop, not on the cable. Also go no lower than is necessary.
Back many yrs. ago I had an auger get damaged and we let it go flat to repair and then winch would not lift it so we had chain comealong on it to get it started up , 17 yr. old Son was running come along and like Rod said tension climbs fast as was too flat & it collasped (running gear supports to auger bent ) and luckily didn't crush him....use caution
