Causes
The pto shaft speed is higher than 1300 rpm, signal error(x16 or 15)
The selected speed is lower than the pto output shaft speed, x16 sensor supply voltage error, speed solenoid valve(x4,x3) locked in deactivated position

Difference of at least 12% between the output shaft speed and pto clutch speed, speed solenoid vavle (x4,x3) incorrectly connected or seized up. Mechanical fault with speed selection. Signal error to sensors(x15, x16)
I would pull the pto select solenoids, and pto engage solenoid. I'm betting one or more is frozen or broken. Common prob depending on hrs, and how dirty that area has been. Do the least invasive procedure first. Tech should be able to tell you if CAN is communicating correctly first.
Remember, if you push the pto switch all the way down off, that will set the pto brake.
