There are 5 loose sprockets on the top shaft, and 5 loose sprockets on the bottom shaft.
You want the top set of sprockets slid all the way to the left (as you did) and you want the bottom group of sprockets slid all the way to the right (you need to remove those remaining spacers) and then the proper 2 sprockets will line up for the short chain to cover.
The drive chain on the very left is not part of this, it always remains there on the very left on its fixed sprocket. (I believe there is a special sprocket made to put in place here for making a half rate, but that doesn’t apply here now.)
