I think it is more to do with the government bureacracy. This pandemic has exposed how having government control the testing protocols and systems is a failure. It is to rigid of a system to adapt as the situation changes. The German equivalent of the CDC is the Robert Koch Institute. They monitor infectious diseases but do not control testing.
