A few folks have mentioned bicycles. They are the cheapest option(other than walking), and do quite well if you don't have big hills or a lot of traffic. 15 miles is a bit far, but 3 miles down level roads is a treat.

Even if you have tow bars, etc, having a bicycle or two sitting around can still be beneficial. For example, you're working a field five miles away, and you expect to finish the job in one trip. A bicycle is light enough that you can bring it along anyway just in case you have problems.

Another thing -- If you're stuck walking a few miles, don't be afraid of hitchhiking. Open-bed pickups, and ratty SUV's with roof racks, are both fair game. Flag them down, hop on the back bumper(hold onto the roof rack), and yell to the driver to keep going. When you're close to home, rap on the back window to signal that you want off. Most drivers are going to be a bit amused, and will oblige you the rear-bumper ride.
