I wouldn't want to run anymore than 1 oz of Balance Pro on your soil type, Some will say 1.5 oz but I wouldn't do it. I have got a little Marine Soil and I know I wouldn't ever run over 1oz. I have got burnt before by Balance at higher rates on light soil, with conditions that you described, so that is why I don't want to over do it.
