For planters I've gotten along using a Raven RFM 15 control valve and 1" butterfly control valve plumbed into the bypass line back to the tank. Your other option is to use the RFM 15 and use a PWM valve to control the hydraulics of the pump. The PWM will be more expensive but if you are doing VRA application it will preform a lot better than the butterfly valve.
