I thought your soil test would be worse than that. You need lime and P. Other wise it's not that bad. If you banded your fert you could get by with 2/3 to 3/4 removal rate on the P & K. I question if this land is worth throwing piles of fert at it to build up the soil. What kind of yield goals do you have???? I would broadcast the lime and till it in. Lime spread on top does no good to the root zone, where it is needed. You need tillage to mix in the lime to get the most benifit. I think burning off the crp is a bad idea. You will loose more OM by burning than you would with tillage. Buring will increase the eroison on the steep slopes too. I question why the land lord is paying for the fert. I have never gotten that sweet of a deal. More power to you if you can get them to pay but if I where you I would be very happy if they paid for the lime.
