Yes, they can crack...

An 8.3 is a larger cousin of the 5.9. On an 8.3 we have, we had the bolts out of the BACK of the compressor bracket get loose and fall out (after we put a new used engine in that year). The entire weight of the compressor (and P/S pump) was then on the timing cover and it cracked it, and we lost all of the oil. We had the joy of pulling the engine again that year and had to replace a few jugs as well as the back timing cover because of the crack.

It CAN happen, but not sure if it's what happened to yours. I would check carefully to make sure there is no rear bracket that is supposed to hold the compressor and see if it is loose or gone, causing the loose bolts you found at first.
