Gypsum, manure and notill might mellow that some, but it will take some time.  If you can pulverize those clods and make them fine what will happen when it starts raining again?  Most likely the ground will seal off and then turn to concrete after it drys out resulting in severe crusting.  Here in ND when we used to work ground like that it didn't mellow until it froze in the winter, then thawed in the spring.  I'm not sure if you are blessed (or cursed?) with a winter cold enough to freeze the soil.
