Harrowing typically works best just after a rain to mellow the clods.
How many acres?
Cultimulcher?
Add a set of rear tires to the tractor and roll the field?
Find an old Case 4 wheel drive with Crab Steer?
Not really sure when they quit building them?

9240-9260 were the last Case IH ridged frame 4 wheel drives.
1995 was possibly the last production year.
Crab steer and there are 8 tires making separate tracks.
