I have seen where the head is cracked in the bridge area between the intake and exhaust valve bridges. I’d almost think your head gasket is on way out. I’m curious if there is any copper/bronze in the bottom of your reservoir along with the “oily film” if you put a magnet through it is there any steel on the magnet ?
