You could be correct but take a look at a growing zone map. From southern NE a line will go up through the lower 1/3rd of Iowa, upper Illinois, Indiana, and Ohio. He has a decent chance. I'm in southern NE and not as worried now as I have been all summer. Mid to upper Ohio would be in about the same zone I am in.
