Does the RFS need to be tweaked?

Nearly 15 years ago, when we thought America was running out of domestic crude oil, Congress passed the Energy Policy Act of 2005 with the goal of decreasing imports, reducing greenhouse gas emissions and enhancing energy security. Among other provisions, the law mandated the blending of renewable fuels, such as corn-based ethanol, into gasoline and diesel. Known as the renewable volume obligation (RVO), and administered by the Environmental Protection Agency (EPA), this quantitative obligation has jumped from 12.9 billion gallons in 2010 to 19.9 billion gallons in 2019. 15 years ago.. the Country's energy policy was on the ropes!

We only produced 5.8 myn bbls of Crude Oil per day domestically. We had just suffered an infrastructure Hit to our Gulf Coast Production as Hurricanes Rita (the one that did most of the damage) and Katrina (which got more coverage wiping out NOLA) WRECKED domestic production and Crude Prices skyrocketed to over $130 a bbls.
As a result coupled that we were involved in Irag.. for the 2nd time.. securing Foriegn Energy Supplies for National Interests.. our own as well as Europe's.
The RFS was signed into Law.
WE CARRIED the COUNTRY through the Recession as AG ramped up.. added around 100+ Bio Refineries and DID OUR PART to pull the COUNTRY OUT of a tough spot. Alot of those Bio Refineries built by Poet and ICM and others with SWEAT, Equity and $$$ from FARMERS!!
Now the RFS rules are being changed!!
Why? How?
Nobody really knows.. We don't know Who receives Waivers.. we don't know WHY? There's NOTHING.. just an announcement.. followed.. (or in some cases preceded..??) by RINs falling and the price of Ethanol.. Corn.. and the rest of assets in AG FALLING!!
If were gonna CHANGE THE RULES.. then lets have an honest debate.
Ethanol is a GOOD PRODUCT.. Domestically produced.. by people who took the Government's Word at FACE VALUE.

all we did was do what our Country asked of us.. DIVERSIFY our Nations FUEL SUPPLY so we could become LESS BEHOLDEN to FORIEGN WARS.. and vagaries of Natural Disasters. et all.
The FUTURE of ethanol is it's OCTANE VALUE.
The demand for Octane is GROWING.. and ETHANOL can play a VALUABLE ROLE
Petro Octane can NOT compete vs Ethanol.. when we are looking at Price.. Ethanol has much more Octane than Naptha.. If you run Naptha through a Reformer to raise its octane you significantly increase the cost to where other petroleum octanes are.. Alkylate, the Aromatics, etc.. where today Ethanol is almost HALF the cost of Reformate and yet offers MORE Octane.. Ethanol has A SIGNIFICANT PRICE ADVANTAGE!!
Ethanol is an Excellent solution for our Nations Growing Octane requirements and YES we are selling ethanol in Premium gasoline.

For Crying out loud.. as far as liquid fuels goes.. We're on the SAME PAGE.
I'm not AGAINST Petroleum.. I just want a fair deal and ACCESS to the MARKET!!
How can upstarts like Ethanol have Access when BIG OIL Locks us out at the pump?
They want to replace us as octane.. not because it's cheaper.. or better.. just because it enriches them.
Give us a break.
Reallocate the Waived Gallons.. let's start from a fresh perspective.
all we're asking.
We've invested our lives.. and our livelihoods into this industry. We deserve BETTER than to be tossed out like this.
