I've always skipped over the RINS posts until now. After doing some reading, I ran across this article:

It says one of the problems is the large oil companies sell RINS at an inflated price to small refineries, cutting the profits of small refineries. To me the article infers that large refineries have a near monopoly on RINS. Correct ?

What is the process of distributing and obtaining RINS ?
